To Whom It May Concern,
As I know it is known about my #SCUBA Dive in #Cozumel #Mexico where I landed at the bottom of the ocean on the other side of the island multiple days and one night in a row, #BocaRaton #Florida which I landed at the bottom of the ocean twice in the same day to take pictures of the forming underwater volcanoes as well as species of marine life, as well as at the bottom of the ocean next to the USS/USNS #Vandenberg in the #MatthiasAbyss and #BermudaTriangle region of the #Atlantic area of the ocean from the #FloridaKeys to SCUBA Dive safely throughout each decent and ascent; I know the situation regarding the USS/USNS #Arizona is of a touchy situation because of not only the aspects of respect to those who gave their lives for the safety of the #UnitedStatesofAmerica during the attack on #PearlHarbor, though also because of the nature in the area of the land in conjunction with the oceanic aspects. I hope at this point it is understood and comprehended of my amount of respect for such individuals who had given their lives as well as their remains within the oceanic waters, while also the amount of respect and education required for the initial aspects as I know I cannot complete the entire process on my own though working together such an endeavor would assist much around the earth.
I know the first step would be in reference to my teeth and one surgery mainly in regards of the augmentation though would humbly request the additional aspect of the tattoos revival just for additional good measure, as I have a feeling some throughout the islands of Hawaii may understand a bit in more depth as well as the Samoan Islands nearby to the spiritual aspects in reference to my tattoos while not discounting others who may have come to understand a bit more in depth. However such aspects would be fairly quick in amount of time to complete as well as recuperate from before going back into the waters of the ocean in #SCUBADiving gear. While I have further in depth aspects to add in reference to procedures in reference to the oceanic aspects, the below will be a brief way to look at the procedural portions which possibly #NOAA as well as other marine life groups and organizations both governmental and non-governmental may agree would be ideal for such. The aspects of such portions during the recovery and processes of could be utilized to discuss such other details during, in a specific setting which would be as arranged and of ease for such sorts of discussions.
STEP ONE:
Assessing the external portions of the USS/USNS Arizona ship around the base of the hull through pictures and videos, one area at a time. Time estimated would be around if completing two dives per day at one to two day intervals would be around a two week to one month process, weather permitting; though also dependent upon how close to the naval vessel the images are preferred. If more in an up-close area then the estimated time would be between two to three months at such a rate of speed, mainly at the depth levels closest to the keel of the hull of the ship. As technology development has advanced since the last time of using underwater camera and videography techniques, is the reason as to the shorter amount of estimated time in my opinion. However extended time for those who may think such might be required is a possibility, if such is thought needed and/or additional reviewal of.
STEP TWO:
Gathering samples from the soil/land surrounding the USS/USNS Arizona within the immediate 20 kick area around the keel of the ship carefully, as I learned through the Underwater Naturalist Specialty course with additional education through Search and Recovery Specialty course, in conjunction with a few other courses and studies I had completed on my own. The samples to then be reviewed and looked through for the soil compositions and additives found from the deterioration of the USS/USNS Arizona within the soil content. The estimated time for this process is what the scientists would know more-so in comparison, as such is what their training and the equipment available would be for such timeframes.
STEP THREE:
Gathering samples from the soil/land surrounding the USS/USNS Arizona for another 20-30 kicks outside of the initial 20 kick section, for such soil/land samples to be evaluated by the geologists and ecologists for additional research as well as recommendations. The estimated time for this process is what the scientists would know more-so in comparison, as such is what their training and the equipment available would be for such timeframes.
STEP FOUR:
Gathering a final set of samples as per the length of kicks again in multiple areas along each side of the USS/USNS Arizona for the clarification purposes and to be able to ensure the safest removal of the naval vessel, for the clearest waters to be seen in quite some time. The estimated time for this process is what the scientists would know more-so in comparison, as such is what their training and the equipment available would be for such timeframes.
STEP FIVE:
While monitoring the progress of course would continue throughout each process the additional reviewal of the information from steps one through four to be able to ensure the information of the data collected will align with the ideas I have for the lifting and removal of the USS/USNS Arizona from the waters, if there are not any additional requirements needed to repair any of the holes which have developed in the hull area of the ship. However I do have ideas for if there is not the ability to utilize underwater welding in the areas because of the depth levels, as well as what is in the waters.
STEP SIX:
Reviewal of the marine life and conditions within the area during the reviewal processes and repeating steps one through five a minimum of three times to ensure the accuracy of such information, as well as any possible changes as necessary.
STEP SEVEN:
The finalization of the process to lift and remove the USS/USNS Arizona through means and measures which would be discussed during the processes of the previous steps, for local and federal approval levels of ensuring the safety and sanctity of the oceanic waters as well as the land nearby along the #Hawaii and #Samoa Island areas. This includes the portions of which in reference to the remains as well as the materials within the USS/USNS Arizona as well for discussion of removal and resting places for, as well as the portions of which the materials can be evaluated and repurposed in a multitude of ways. The naval vessel itself could be considered to be taken to a location on land for a historical museum once the final portions of the clearing has occurred and what is considered as necessary for the military reviewal of in reference to the portions of the contents on and in the ship, itself.
Personally my recommendation for the remains is if there is surviving family who are still in Hawaii if their preference is to have the burial within the area of Hawaii, then such to be though those who do not have surviving family my recommendation is to the home states and/or to #ArlingtonNationalCemetery as there is a larger number than has been thought to be in reference to the naval ship.
Such proposal includes the ideas of which what to do as the water drains from the ship vessel and how to capture such to prevent from further polluting the oceanic waters, as well as removal thereof for the liquids to be reviewed as well as the solid aspects for such reviewal. As there is explosive materials within the naval vessel which has the detaining ropes had deteriorated those with explosive training would be required for such sorts of recommendations, though some ideas are a different phase and portion thereof as the ability to go within the USS/USNS Arizona is possible with certain equipment to verify such including the mapping of as well prior to lifting the naval vessel out from the waters. During the re-reviewal of the second and third times of the exterior information is the timeframe of looking within the naval vessel and removing what possibly could be taken out, as per my additional training in reference to Cavern #SCUBADiving specialty among other aspects. Admittedly however because of the size of the interior to review in comparison to the exterior such aspects would require the timeframe of the combined second and third reviewal of the exterior portions, which would give an overall view of the conditions in a fuller context.

The ideas of which to reduce the probability of such materials from mixing with the underwater seepage areas in which the canals which lead from the oceanic open areas into the volcanic areas is kept in mind and thoughts for such portions as well, as being able to reduce the problematic portions thereof. I understand such is a large undertaking however the short term and the long term benefits from such are astronomical as to what will benefit, as well as employment opportunities and the ability for further projects in other methods and means.
